In Singapore, everything is man-made or man-interfered.

Even if you want to be the selected top score of anything, be it the
best employee, best teacher, best in anything, the public votes is
one thing, but the final decision to be awarded top is still in the
hand of so called biased committee.

So you may be popular among the public, but you may not be selected
the best in the eyes of committee.
